Safety policy

 

Port Lotniczy Wrocław S.A. [Wrocław Airport] has established safety policy with the primary objective of implementing the functions of an aerodrome for public use associated with performing certified flight activities while maintaining the highest possible level of safety by eliminating the risks and hazards to airport operations.We understand our public service obligation as a commitment to ensure the functioning of the airport while maintaining the highest level of safety in accordance with the domestic and international regulations for the sake of the safety of people, equipment, infrastructure, and each operation of the airport.The safety of flight operations is treated by us as a priority objective of our strategy allows for the effective implementation of trade issues, social and environmental development of ensuring Port Lotniczy Wrocław S.A.

The employees of Port Lotniczy Wrocław S.A. are responsible for safety in accordance with their scopes of responsibilities related to their competence and described in particular procedures and organisational rules, and the safety of flight operations prevails in all aspects of their activities.

The Safety Policy is implemented by means of:

  1. Systematic improvement of the Safety Management System (SMS), whose operating principles are set out in relevant provisions;
  2. Creating and respecting the rules of corprate safety culture „JUST CULTURE”, which assures that in case of the employee who through an obligatory or not obligatory system of reporting about threats discolses observed threat, irregularities or/and mistakes, the disciplinary actions will not be taken against this person. Simultanously it is not accepted to violate intentionally the procedures, regulations implemented by Wroclaw Airport as well as gross negligence against Wroclaw Airport is forbidden.
  3. Maintaining the organisational rules that allow for assigning duties, competence and responsibilities for safety at every level of the organisation;
  4. A systemic analysis of the collected data, applying reasonable measures and monitoring the effectiveness of the preventive actions taken.
  5. Creating, implementing, improving and performing the processes of risk identification and management.
  6. A regular assessment and analysis of new systems, procedures and changes in the airport infrastructure in relation to the safety of flight operations.
  7. Creating a system for reporting safety threats.
  8. Launching new initiatives which may contribute to increasing the level of safety.
  9. Ensuring the possibility of reporting incidents, accidents and potential threats without drawing the consequences in order to encourage effective reporting incidents and threats.
  10. Gathering, analysing and distributing data regarding safety, derived from operating activities.
  11. Providing a training system aimed at enhancing skills and awareness of safety among all the employees of Port Lotniczy Wrocław S.A.
  12. Distribution of adequate resources for the implementation of projects aimed at raising the safety level of flight operations.
  13. Regular safety inspections and continuous improvement of safety management methods relating to flight operations and update safety policy.

Wrocław Airport’s safety policy is constantly improved depending on the results and current trends in the field of air safety.

 

Flight operations safety

The main and priority objective of any airport manager is to ensure the safety of performing flight operations. The Aerodrome Certificate, issued by the President of the Civil Aviation Authority, constitutes a document confirming the fulfilment of requirements and the consistent ability of the airport manager to safely perform flight activities.

The aim of the certification process is to examine and assess the capability of the airport manager to ensure the persistent safety of flight operations. Only a positive result of this process constitutes the basis for the President of the Civil Aviation Authority to make a decision whether to grant the Certificate a given airport to a given airport.

So far, the President of the Civil Aviation Authority has given Port Lotniczy Wrocław S.A., in accordance with the provisions in force, the following Aerodrome Certificates:

PL – 001/EPWR/2007
PL – 002/EPWR/2008
PL – 003/EPWR/2011
PL – 004/EPWR/2014

Each Aerodrome Certificate has been issued with the longest possible validity period, which confirms the fulfilment of international and domestic laws by Port Lotniczy Wrocław S.A. It also ensures the safe functioning and performance of flight operations within our airport.

With the Regulation of the European Commission (no. 139/2014) coming into force, the European Union has introduced a certification system for airports based new rules and procedures. On 1 August 2017, the process of converting the Copernicus Airport Wrocław Aerodrome Certificate in accordance with the EU provisions of law ended. It was concluded with the issuance of the new Aerodrome Certificate no. PL/EPWR/001. The new certificate was issued for an indefinite period of time.

Balloons, lanterns, drones

The procedure for obtaining permits for the release of balloons / lanterns, fireworks, laser lights into the airspace.

Due to the growing number of aviation incidents involving the release of lanterns, balloons, fireworks, laser lights, etc. without the prior consent of the air traffic service provider, we kindly inform you that the above issue is regulated by art. 87a of the Aviation Law.

In accordance with the above, art. it is forbidden to emit or cause emissions, in zones of the airspace used for air navigation, laser beams or light from other sources towards the aircraft in a manner that may cause glare, dazzle or afterglow and may endanger the safety of the aircraft or the life or health of the crew or passengers on its board.

Drones - unmanned aerial system

The use of drones for recreational and sports purposes has become very popular in recent years. However, you should remember about the basic rules for their safe use in Polish airspace.

Basic principles of using unmanned aerial system:

  • You cannot fly near airports and airstrips, directly over people, buildings and roads.
  • The drone must be within sight of the operator.
  • The pilot of the drone is always responsible for keeping a safe distance from other objects and maintaining a safe altitude in a way that avoids collision with other airspace users.
  • In the airspace above 150 meters, most manned aircraft for which this is the minimum flight altitude fly.
  • Some types of aircraft, e.g. paragliders, power hang gliders, can fly at lower altitudes.
  • The Certificate of Qualification is a document confirming that the operator of the unmanned device can safely control it, has the required medical examinations and liability insurance. The Qualification Certificate is issued by the President of the Civil Aviation Authority after successfully passing the theoretical and practical exam.
  • According to Art. 212 paragraph. 1 lit. A of the Act of July 3, 2002, Aviation Law: anyone who, while making a flight with an aircraft, violates the air traffic regulations in force in the area where the flight takes place, shall be punishable by imprisonment of up to five years.

The Polish Air Navigation Services Agency, as the airspace manager in Poland, has developed a special application http://ai.pansa.pl/dron/. It is an access to a map of selected structures of spaces in which it is impossible to fly or coordination of unmanned aerial vehicles and flying models weighing no more than 25 kg and performed only in the operator’s sight is required.

The map shows the areas completely excluded for drone flights or where coordination of flights with the managers of these spaces and prior approval is required.

Piloting the above-mentioned area requires consent. The mere notification of the intention to perform a flight is not tantamount to EXPRESSING CONSENT for it.
